1.0 Mission Statement

San Andreas Highway Patrol being statewide, they must rely on fast deployment and good mobility. 
As such, the Motorcycle Unit (hereafter referred to as MU) is used to deploy troopers quickly on different parts of the state and to conduct visual tracking when needed.

Due to the hazards of the transportation mode, members of the MU will be held to a high standard of procedure and operation to ensure the safety of the citizens and their own.

As a statewide unit, MU will be able and looked upon to perform traffic duty and escorts alongside the Los Santos Police Department & Blaine County Sheriff’s Office, depending on their needs.

2.0 Training

Motorcycles are exposing their drivers to injuries if not handled properly, and are the most risky mode of transportation State Troopers could be using. Based on this statement, training and certification for becoming part of the MU will be strict and thorough. 

MU will only accept approved members following a specific training in addition to a written and a practical test, applicants must have participated in at least 6 patrols before starting the certification process.

The training will consist of one ride along in pair with an approved MU FTO as well as a short training session on the vehicle obstacle course, followed by as much free training on said obstacle course from the applicant.

The written test will cover safety procedures and responsibilities of the unit over a 10 question course, half of them being multiple choice answers, and the other half requiring a more elaborate answer for which an approved MU FTO will be the judge of the correctness of said answer.

The practical test will cover the handling of the motorcycle and requires a full run of the vehicle obstacle course under 75 seconds.
The stopwatch starts when the front wheel the concrete barriers, the slalom can be taken from any side, the concrete lane must be taken from the right side, at the u turn, the applicant does not have to stop the bike or come in a specific stance, but both wheels must go behind the yellow line. On the way back the concrete line has to be taken on the right side.
The stopwatch stops when the front wheel passes the concrete barrier.
The applicant has the right to three tries, if no obstacle is touched, and one less if an obstacle is touched

Since MU only works in pairs, training can be conducted with either one or two members, the instructor being the applicant peer if needed, and the practical test will be done in pairs (the other half of the duo can be an already approved MU member if not enough applicants are available).

3.0 Standard Operating Procedures

The SOPs are the policies that San Andreas Motorcycle Unit follows in order to correctly carry out its role.
These serve as standardized procedures that can be referenced back when necessary.

3.1 Standard patrol

MU can be used to perform standard patrol duties as such as: 

  • Conducting standard traffic stops for road law infringement (expired registration, speeding, …)
  • Conducting radar surveillance
  • Provide support in checkpoints (DUI or other type)

3.2 Traffic duties

MU will be asked to provide support in traffic management, clearing roads and ensuring safety of ongoing situations, be it for any LEO department, Medical unit or the Fire Department.

Their role will be to provide scene control and put in place a safety perimeter.

3.3 Escorts

MU can be used in escort situations due to their speed and mobility. In such cases they can be used in multiple way: 

  • Head of convoy, being put just in front of the convoy to open the road
  • Ahead traffic management, closing roads before the convoy gets in.
  • Trail of convoy, ensuring no unwanted vehicle tries to insert itself into the convoy. Due to the risks linked to unwanted vehicle collisions with the motorcycle, this position will be the least preferred.

3.4 Rules & Policies

San Andreas Motorcycle Unit holds its members to a high standard & all policies should be followed. A breach of the rules may result in exclusion from SAMU operations.

  • SAMU is only active in pairs, and will NEVER be used by a single individual;
  • No more that one SAMU pair will be active at a given time;
  • The command structure is still in place when acting as SAMU;
  • SAMU will take priority only if their presence is heavily needed.
  • SAMU is to step down if not enough LEO are available at a time
  • SAMU will NEVER answer to any gunshot situation or situations with a high risk of active shooters. They might, though, intervene after the situation is resolved to provide traffic support.
  • SAMU will NEVER handle a code 5 situation by themselves, they will always request at least another motorized unit.
  • In case of pursuits, SAMU is allowed to be primary only if no other unit is engaged, and in that case they will only do so to provide tracking of the suspect vehicle and should at all time ensure a safe distance between them and the suspect. In case of the suspect starting to adopt an aggressive stance against the pursuing unit or opening fire, the MU unit should drop pursuit and put a BOLO on.
  • In case of pursuits, SAMU is expected to concede it’s position to any other LEO vehicle and only act as a visual backup.

4.0 Uniforms & Vehicles

4.1 Uniforms

MU have a set uniform policy, there is a little room for personal changes but certain criteria must be met.
Any member concerned with their uniform can speak to a MU supervisor for assistance.

4.2 Vehicles

SAMU will ride in pairs with the marked Harley Davidson in white color.
They should never ride without markings and lighting, these are here for the visual identification and safety of the operating officers.
