1.0 Mission Statement

The execution of warrants can be one of the most high-risk duties performed in modern law enforcement. San Andreas High-Risk Warrant Enforcement (hereafter referred to as SAHRWE) exists to carry out such hazardous activity with maximum professionalism and minimal risk to LEOs, suspects and the citizens of San Andreas. We specialize in no-knock warrants, meaning we are able to enter the property with use of force without prior notification.
We serve as a State Department so as such will be working alongside the Los Santos Police Department & Blaine County Sheriff’s Office. We will cooperate with investigators and LEOs, using the intelligence they have gathered to work out a bespoke plan of action; including risk assessments, surveillance and the eventual arrest & detainment of subjects. We should do this in a time sensitive manner and ensure that the local agency is kept up to date at all stages.
SAHRWE is not a broad tactical unit, we exist purely for the enforcement of high-risk warrants and should only be used in such situations. SAHRWE assets may only be deployed in other high-risk calls if LSPD SWAT and/or BCSO SRT is unavailable, or directly requested by either agency on-duty supervisor with a minimum three SAHRWE members.

2.0 Training

Due to the dynamic and high-risk nature of the work, professionalism and training is key to the success of warrant execution. All troopers are eligible to carry out warrant executions but are expected to fulfill a training criterion to ensure a good understanding of policy, much of which will build up on existing law enforcement procedures. The areas of training are as follows:
- Scene Surveillance/Security
- Building/Room Clearance
- Use of Weapons
- Detainment of Subjects
- Written test
Training will be provided in groups to ensure a thorough understanding and practical examples of the teamwork needed to carry out high-risk warrants. Training is provided on the whitelist server only. The facilities at the Los Santos International Airport will be utilized for training, as well practical training taking place around San Andreas in limited circumstances & with advance notice.
The SAHRWE works in teams of 3 or 4 depending on the needs of the operation. These groups will be trained to clear buildings & rooms effectively as well as the safe control of suspects. The roles within the groups are dynamic and change constantly, so proper attention during training is essential to a safe and successful operation.
A written test must also be completed to ensure troopers have a good understanding of the San Andreas High-Risk Warrant Enforcement’s policies and procedures. The test can be obtained from any SAHRWE supervisor.
3.0 Standard Operating Procedures

The SOPs are the policies that San Andreas High-Risk Warrant Enforcement follows in order to correctly carry out our roles. These serve as standardized procedures that can be referenced back when necessary.
3.1 Operational Planning
The SAHRWE will be notified when required to operate. The highest ranking SAHRWE member on duty will notify other active members on where to meet to discuss the operational requirements. In most cases the lead investigator for the case will already be aware of the name, appearance and address of the subject. SAHRWE will work alongside the lead investigator to tailor an operation that maximizes chance of success and minimizes unnecessary risks.
3.2 Scene Surveillance & Security
Prior knowledge of the location will be required and as such we may require the investigating officer to carry out necessary surveillance. If not available the SAHRWE are trained to do so.
When arriving on location, a wide cordon should be secured by uniformed officers to prevent members of the public from entering the area of operation. Whilst a tighter perimeter is made by the SAHRWE around the location of the subject. This is to ensure options of escape are covered.
3.3 Warrant Enforcement & Detainment
The SAHRWE will carry out the warrant to the agreed specifications. Standard lethal force policies are in effect and should be used only when necessary. All occupants should be detained, removed from the location, and Mirandized as soon as the situation permits. When the scene is made clear, the wide cordon can be lifted. Identification & evidence gathering should take place.
3.4 Debrief
Once an operation is code-4 the SAHRWE will debrief with the investigative officers to exchange necessary information, an internal debrief will also be held to ensure all necessary discussions take place. After which, all members can go 10-8.
3.5 Rules & Policies
San Andreas High-Risk Warrant Enforcement holds its members to a high standard & all policy should be followed. A breach of the rules may result in exclusion from SAHRWE operations.
- SAHRWE is only active when in training or in use. They are not active patrol officers and when active should not be conducting normal SAHP work;
- The command structure is still in place when acting as SAHRWE;
- SAHRWE should always take priority over AI calls. Player 911 calls should also be sidelined providing others are on scene and your assistance is no longer required;
- SAHRWE members will rendezvous at the highway building to prepare unless stated otherwise;
- The leading department is always the department whose case the operation belongs to; SAHRWE members must always abide by parent agency & server rules;
- Radio communications of an activated SAHRWE team at the operation level will be on TAC-1; team communication may be done over TeamSpeak in order to maintain a clear net for other patrol troopers; At no time should the SAHRWE team be communicating over State-Wide net, the Operational Control Element depending on agency should be the only one using State-Wide for external operation coordination and deconfliction.
- In the event of a fleeing subject, we are permitted to give chase but should allow marked units to take priority in any vehicle pursuit.
- SAHRWE will never be split amongst assignments, the team will remain organic to SAHP members and conduct the same operational task on scene. In other words, if an agency attempts to assign one member to a patrol vehicle as outer security, and two members to initial entry; No Go. Unless in execution of pre operation surveillance all members should be as a team. If 6 or more SAHRWE members are available for deployment they may do so in two teams with separate assignments.
- Deployment of the Bearcat is limited to extreme risk individuals known to be armed and dangerous or if the situation is expected to turn into a firefight on arrival; additionally, a minimum team of four are required for deployment.
- SAHRWE Patrol Vehicles may be used for surveillance and intelligence operations pertaining to active investigations; minimal team of two. If executed not in conjunction with warrant execution SAHRWE members may utilize plain clothes uniform but may not actively police until released from assignment and returned to patrol uniform. If stopped by a law enforcement agency while in plain clothes SAHRWE members are to comply with lawful orders, maintain cover and request the agency to have a SAHP Supervisor dispatched to the scene or nearest LEA office depending on the situation.
- Deployment of SAHRWE may only be authorized by SAHRWE Supervisors or SAHP Command Staff.
4.0 Uniforms & Vehicles

4.1 Uniforms
SAHRWE have a set uniform policy, there is room for personal changes but certain criteria must be met.
Any member concerned with their uniform can speak to a SAHRWE supervisor for assistance.

When active as SAHRWE but not on an operation (such as during planning, meetings or training) a ‘casual’ version of the uniform is able to be worn. This would not include the following: helmet and body armor.
4.2 Vehicles
SAHRWE will ride in groups of 3 or 4 in the following vehicles (SAHP Members) for warrant execution and 2 for surveillance operations. They are not permitted to be primary or secondary in the event of a 10-80 (if possible) and must only be used during operational activities. The vehicles are the 2022 Tahoe and 2018 Durango.
The patrol vehicles are to be ‘graphite’ paint primary and secondary, unmarked, without a lightbar or push bar and with the ‘Light Smoke’ window tint. All of this adds to the ‘undercover’ nature of arriving on a scene. The license plate will be marked as SA Exempt “SA1022HP”, and need to be registered to First Name “SAHP”, Last Name “Undercover”. This is to alert any law enforcement agency if they attempt to stop a SAHRWE vehicle the ALPR will show the agency in operation; If called into dispatch all San Andreas Dispatchers are aware to notify the unit to disregard and release the vehicle if situation permits.
